Legislative Reform

The successful operation of a leasing industry depends heavily on the existence of an appropriate set of rules by which the industry functions. As an important first step, the Project will examine current and proposed leasing legislation to identify conflicts, inconsistencies, and ambiguities. It will then recommend appropriate amendments.

The Project will carry out work on legislative reform in two stages:

Stage I: Conduct a series of workshops with banks, leasing companies, private companies and regulatory agencies to discuss the issues revealed by the Project’s analysis. The objective of this stage will be to build consensus on the need for legislative reform and involve local businesses and regulators in the process from the very beginning.

Stage II: Draft recommendations to the Government and executive authority on the necessary changes to legislation. These recommendations will contain the text of proposed legislation. Once the recommendations have been presented, project specialists will follow-up to provide additional consultations and information on the justification for the proposed changes.
